Overcrowding in the NEW Jail Part 2

I find it interesting that after the posting on July 16th, and with the help of the always on top of the story Independent Tribune, that Sheriff D. Brad Riley finally offers up an explanation to our concerns. Unfortunately, Sheriff Riley tries to shift blame and only tells half truths. As promised on July 16th, I will explain what Sheriff Riley has attempted to leave out.

Let’s begin with Sheriff Riley’s first, and my personal favorite, opinionated quote. “With the new annex, we don’t have the ability to sleep them on the floor like we do on the old linear floor,” Riley said. “Not only is it becoming grossly overcrowded, but all the services…are increased and heightened and certainly something that needs to be looked at,” he said. News flash!!! No kidding. I thought that is what we started doing in 2001. So after 200 million dollars spent on construction that is still not operational do you think something needs to be ‘looked at’? Were you not intimately involved in the suggesting that there needs to be extra walling in the design of the jail? Sheriff, weren’t you the primary one who made these strong suggestions that caused the design price of the jail to sore from 50 million to 200 million. Something DOES need to be looked at. The sheriff’s election in November.

“When you start looking at cost, it doesn’t compare to putting bodies in a new facility,” Riley said. “But at the same time there is a lot of risk that goes along with that. We’re still looking at least 11 months of the current track we’re on”. Will someone please explain to me what in the hell Riley is trying to say? Sheriff you are very informative. What I would like for you do explain to the county tax payers and Independent Tribune is why you failed to ask for the staffing for this project until January. At least this is what our Cabarrus County Chairman Jay White has said. I would like to hear you explain why you failed to budget money to transport inmates to other facilities. Isn’t this one of the big reasons for our jail overcrowding now? What about the extra costs of time, salaries of transporting officers, gas, not to include board. How can money not be budgeted for transportation when jail administrators know of the overcrowding problem?

Sheriff why do you not use the jail population projection models that almost every other jail in the state uses? These projections can be so actuate that at any given point throughout the year we would know within a few percent what the jail population would be. But why do you refuse to use these projection models? You think in the end all you have to do is tell your friend Jay White that all the budgeting problems can be rectified by chalking it all up as “unexpected cost”?

And again Commissioner Chairman Jay White brings up the rear. “I would suggest we keep tabs on this to make certain we see what can be done to ensure things do not get out of control,” White said. Thank you Mr. Chairman for looking out for our best interest. I get the feeling that you are all over it. Start by holding Sheriff Riley accountable rather than making excuses for him. It does not look good that you do everything in your power to protect Sheriff Riley in the same year that you are up for re-election. It is no secret that Sheriff Riley blames the County Commissioner’s for these mis-calculations. Chairman, do your job. You are not Mr. Koch. Think of ways to make Cabarrus County a better place, not looking after Sheriff Riley.

  2. Jay White is a pansy. This is the most costly mistake Sheriff Riley has ever made, the damn affair is not even this big a deal. This affects every citizen's wallet in Cabarrus County, and we are just going to let him get away with it?

When reading the sheriff’s response to the jail overcrowding and listening to the county commissioner meeting, you can clearly get a picture that he is trying to shift the blame for the jail overcrowding from the sheriffs office to the county and county commissioners. The sheriff told the commissioners that he had an unexpected jail overcrowding. Here we have a brand new jail that that is not ready for opening because of inadequate staffing preparation. The sheriff asked for staffing in January, but what has been done to actually staff the jail since January? The sheriff decided not to use a standard practice in jails of using staffing models like most jails to determine the daily inmate population and be able to plan for it rather than dumping it on the county as unexpected. Unacceptable! Here we are having to pay for putting prisoners in other jails at a cost of $50 per person which means about $3,000 a day for tax payers because the jail is not open even though the fire inspectors had passed the building for inspection to be opened several weeks ago. Why has Jay White and the other commissioners not approved the positions the sheriff has asked for in the last county commission meeting. At $2,000 to $3,000 a day times 365 days a year, the tax payers are paying several $100,000 dollars of unnecessary expenses with a new jail sitting there. Who is dragging whose feet? Is because of the election year? And, from what we’ve been told at the jail, is that the sheriff did not include in the budget the money pay for putting these prisoners in other jails because he has not planned adequately to open his new $200 million jail. He planned on springing it on the commissioners by telling them the overcrowding was unexpected even though he has known about it for years. When will the County Commissioners wake up and see what is going on or at least acknowledge it. I guess the good old boy system overrides what is best for the tax payers and only protects our self serving politicians. Sign me - one of many disgruntled deputies and voter and tax payer.

  5. What about the fact that over 70% of the inmates in the jail are waiting to be tried? Why are they not being tried? Why are these criminals not going off to the state jail system? What about claims of how efficient our judicial system is?

    This is efficient?

    The sheriff merely keeps the inmates, but the legal system processes them. What are they doing about this problem?

  7. Yea, they re-elected Roxann. So the system is never going to change. With Riley letting Roxann do as she pleases and Roxann letting Riley doing as he pleases, the system will stay incredibly flawed. Either remove roxann or riley and the situation has taken a tremendous step forward to cleaning up the mess we currently have.

  12. basically Riley cheats on Cindy, and cindy takes it like a pathetic female, which is how im guessing the majority of riley female supporters take it on here anyway.....and to the males...all of riley supporters that have a pecker are more than willing to cheat on their wives for a younger much more attractive vulnerable female....the riley camp LOVES adultery and the females of the riley camp must really enjoy being thrown to the curb for a night while there husband find something much more younger and easier to control. CRYSTAL!!!!

  13. There are imates that have been in the jail since the beginning of last year and still haven't went in front of a judge. What is taking so long for these imates to get in and get out to DOC. Also they sentence this men and women and they are sitting there waiting to go and be transported and it is taking forever to get them moved to a prison. Cabarrus county is so slow and seems even with the new jail coming soon that will never change no matter what sheriff is there or not. In my opinion they not only punish the inmates they also punish the family members to the imates too. It cost $1.71 for 15 minutes with a inmate and that does not include the times it just hangs up on you and they have to call back, also if you put cash on that jay it cost you $3 and that's if you use the machine in the sheriffs office, if not I believe you have to pay more than that, And for my last opinion I think it is upseting when you sit and wait to see your love ones and there is no air and the bathrooms are locked(so you have to hold it till you have seen your love ones)then once it is time it takes them forever to get people checked in and then you don't get but 15 minutes to see them and none of the phones work in the old jail, so you have to scream back and forth to each other. Cabarrus county worries about where they can pinch a penny then taking care of the small stuff now. All I can say is It's sad to know I live in a county that is so money hungry that they would rather let the jail be over crowded then send the imates to DOC to get their time done and over so that the imates can go home. What Cabarrus county fells to realize is the imates in that jail have familys on the outside

    I HOPE that people will now see the incomptence demonstrated by Sheriff Brad Riley. Why didnt he submit in the budget back in January for the extra staff he would need to fully staff this jail. Now the Cabarrus Taxpayer not only has to foot the bill on a 200 million dollar jail that was supposed to be only a 54 million dollar expansion but now that the jail is nearly finished the county must still send prisoners to other counties to house our own inmates at the tune of thousands of dollars per week.And we want to re-elect a Sheriff like this that can’t even anticipate his own departments' needs just a few months down the road? And where is the over-site by Commission chair jay White and county mgr John Day or Mike Downs? At least Deputies have been anticipating this for months now but only to a deaf ear by Sheriff Riley.
